I think it also depends on your definition of good package management.  For a 
beginner or someone who is not going to use any "hacker" distro, turning on 
drakconf and using Mandrake Update to keep packages up to date is a snap in 
9.  I've used 8 - 9, and they have come a long way with package management in 
that respect IMHO.
