The standard way to do this is through the Windows file and printer sharing services on the 'print server' computer. If you open the printer sharing properties in windows (Start -> Settings -> Printers; Right click on printer, select Sharing), you should be able to setup access rights to the printer. Different Windows versions have different default settings for access rights, so you may need to play around with that a bit, but that is the basic process.
