You can thank Bob Dole for that.

Before the Bayh-Dole Act of 1980 any the rights to IP coming from programs which
had any federal funding (just about everything at universities) belonged
exclusively to the federal government. 

The change allowed the university and required Universities to share with the
inventor a portion of any revenue received from licensing the invention. Any
remaining revenue, after expenses, must be used to support scientific research
or education. 

It might be good to have some one from the office give a presentation of the
universities programs and IP practices in general at a meeting.
