Not sure what program you are using to resize the partition, but from when I
used to use Partition Magic (by PowerQuest), I don't recall a /big/
recommendation to defrag the drive.  I do know that they highly recommend
running ScanDisk.  Give that a try.

We may be barking up the wrong tree with the "data on the end of the
partition" idea.  You would think that the program would be able to handle
that.  Other reasons may be (and I hope I don't insult your intelligence):
1)  You may be trying to make the partition smaller than the actuall amount
of data currently on the partition.
2)  The size you are trying to resize to may be requiring a cluster size
change and that /may/ be causing a problem.

Anyway, failing the above problems, I would recommend trying Partition Magic
(ask around if someone has a licensed copy) as it could be more adept to
handling FAT32 quirks, it may also give you a more detailed error.  If all
else fails, try placing an "A" in front of all your files that start with X,
Y, or Z; that'll definitely get rid of that data at the end of the
partition.  (<-- obvious joke)
