Any idea why Debian apt-get is holding all these packages back:

I've checked the only config I can find: /etc/apt/apt.conf.d/70debconf, and it doesn't appear to give any insight. This is all it contains:

// Pre-configure all packages with debconf before they are installed.
// If you don't like it, comment it out.
DPkg::Pre-Install-Pkgs {"/usr/sbin/dpkg-preconfigure --apt || true";};

Any thoughts?
