There is a utility called "qsubst" that implements the Emacs (no flame 
wars, please) query-substitute functionality at the shell layer.  You 
might want to investigate it.  It is available from the NetBSD project 
(it's included with the OS) and you can check out the cvs directory:

It's pretty cool.
