Yes.  You need to d the following.  Run regedit and search for
"signorseal."  You should find a key that says something like
"RequireSignOrSeal" and set it to "0."  

Then you need to run "mmc.exe," add a group-policy snap-in and then find
a key in there called "Ignore permission on roamin profile" or something
and enable that.  Then just quit out (they apply immediately).

Reboot and all should be well.
