It's been a long time (1997 or thereabouts) since I tried to run an 
ftp site in Windows. Way back when, the server I used was WarFTPD[1]. 
It's not open source, but it is free (in the sense of money), unless 
you're a government.

I've also seen a bit of information about running PureFTPd [2] in
Windows[3].  I've never tried this, but PureFTPd is the ftp server I use
anytime I'm running an ftp server in Linux.
