A regular user can halt or reboot the machine by unplugging it or
pushing the reset button.  :-P

If you're looking for a less drastic solution, see ``man sudo'' and
``man sudoers''.  Or, if you don't care about security, set the SUID
bit on the /sbin/shutdown binary.
