16 colors is 4 bits. 16 bits is 65000 colors. Not quite what he wanted.
I'm not much help either. I poked around both in stable (1.2) and
unstable (1.3) but couldn't find a way to specify the bit depth.

In convert from imagemagick I see -depth, -colors and -colorspace
options. I'm not that knowledgeable about imagemagick but that might be
something worth investigating.
