Don't bother. I sent in multiple emails to Comcast (well, back while it was AT&T Cable) listing offending hosts, and never got anything other than an autoresponse back. I called, and got bounced around departments and ops centers until someone finally said, "the guy who handles that isn't here today." "Well, can I have his name and number so I can call him back tomorrow?" "Um, well, I'm not exactly sure what his name is, but he isn't here."
