Well I've been doing some more testing, and it seems I wasn't double
checking like I should have been the first time around.  The problem is
present when I'm not connected to my router.  
Off the router my IP is: 10.1.11.172 with off campus telecom.
'route' says my default gateway is 10.1.1.1
But I go to my static IP and I just get an OCTelecom default blank page.
(just double checked my IP with http://checkip.dyndns.org, and it's
still 208.187.181.229).
So by doing 'ifconfig eth0 208.187.181.229' I can point my browser to
the IP and get my web server, but 'route' tells me I have no gateway and
I can no longer get through to anything else.  So is this an OCT problem
or something I need to set up to let connections go through correctly?
