Use mplayer instead:
$ mplayer -ao pcm -aofile foo.wav -ss 1234 -endpos 30 bar.asf
If you're clever, you can probably even figure out how to pipe it into oggenc.
Incidentally, a tivo-like database of what radio stations play what songs when
might make a *very* interesting project. You'd capture a number of streams
continuously, and then the database would let your software automatically
extract the songs you want.
