Someone mentioned this as a yum repository:
[development] name=Fedora Core $releasever - Development Tree baseurl=http://mirror.dulug.duke.edu/pub/fedora/linux/core/development
I haven't tried it (I prefer apt) and I haven't seen an apt repository yet, but maybe it will suffice?
