My advice if you have to go the dialup route is access-4-free.com. They give you 10 hours a month free and $1/hr for each additional hour up to a maximum of $10, after which all additional hours in the same month are free. So it only ever costs you $10/month max and it is free if you use it less than 10 hrs a month. It is just pure dialup, no popups or other annoyances.
