Sometimes in Windows, even if you don't have access to certain files, you are able to make yourself the owner of those files, and then you do have access. (Yes, it is weird...)

The other option is to boot from some kind of boot disk (like knoppix),
and then mount the drive and copy out the files.

You might also be able to just recreate the Postgres user and access his files that way. It works sometimes.
