For the Intel Pentium M the max is 100C, same for the Celeron M, I'd
be willing to be Mobile Athlons are in the same ballpark. Desktop
chips typically have different tolerances since they are typically
accompanied with a giant heat sink to cool them down. Most Athlon XPs
shouldn't get hotter than around 85C before failure, with Intel doing
something of the same.

Standard operating temp varies, and on most my machines this is around
35C. I would say that if you are seeing temps over 50C on an AMD or
Intel chip you need to revise you cooling solution. Ultimately, the
difference is that mobile chips are designed to use less voltage to
run and thus give off less heat and consume less battery than their
desktop counterpart.
