I would recommend HTML, or one of it's derivatives, therefore a plain
old browser.  PDF's are too big and slow and are inextricably
formatted on a concrete page size, and plain text has no links and
markup.  Just my preference.  You may find this site of interest.

I've  found a few HTML versions of the modern standard works complete
with footnotes, JST, etc. out in the wilds of the net, but as far as I
know they are probably illegal since the Church didn't authorize them.
