So I've been installing some OSS on Windows today, and noticed that
most of the programs make you agree to the GPL before installing.

If the GPL is a copyright licence, why must you agree to the terms?
They (essentially) only affect you if you want to redistribute or
modify the program. Most users won't be doing either, so why the click
through in the installer?
