The machine in question *IS* the DHCP server for the network.  For some
reason DHCP3-Client was installed, so I removed it...but should that have
overridden the static settings in /etc/network/interface?
The only line not commented out in /etc/dhcp3/dhclient.conf was:

request subnet-mask, broadcast-address, time-offset, routers,
        domain-name, domain-name-servers, host-name,
        netbios-name-servers, netbios-scope;
