You can probably assume that would be the minimum requirement for education level for this job. Note that the job description really was written by one of those management types who has no idea what the job entails. I believe they say they want a CS degree (or MBA!) or something. I'd say any IT-related degree and the right experience should qualify one for this job. I'm not convinced that a BA degree would help one in this particular case.
