My understanding is that Microsoft is focusing on C++, and so has no real
intention of implementing most of the C99 standard.

A Visual Studio compatible version of both stdint.h and inttypes.h are 
linked to from wikipedia.  Why Microsoft chooses not to include these 
headers is beyond me.  Another example of Redmond oversight.
