I can't speak to whether or not OpenSSL or OpenSwan do this, but my 
co-worker uses OpenVPN for this quite a bit, and it works pretty well.  
I'm not sure how it's set up, though.  Thankfully he's on this list 
somewhere, and can speak for himself.
