Apparently there's a prerequisites_policy option to CPAN that might help.
Here's a blog entry with a quick intro:

As the author points out, this can't use the system package manager, so
in some ways it's better to install manually as you did earlier.  It's
tedious the first time, but it's usually less work in the long run.
