Get the projection checker files (either coverage or shapefile):
http://gis.washington.edu/phurvitz/gis_data/projection_checker/
Decide which feature class will best show the spatial match to your data
(i.e., roads, "watrrd" may show up best in your image), then add all the
data sources for that feature class in each projection. "Clear" the
coordinate system in the data frame properties to stop ArcMap from
attempting on-the-fly projections.
If your image is stored in one of these common projections, it
should match up with one of these feature classes.
