How many combinations do you have? The reason I ask is to find out how
much it would be worth to program or partially automate vs doing things
manually. If there's a dozen or so I'd go with (b). If you have more,
and if there are patterns in the names of the data sets, you could use
something like Excel to formulate statements to use in the ArcGIS
command line interface, then copy-paste from Excel to ArcGIS. You might
want to do this anyway even if you use (b) so you have a record of what
you did.
Another different question is what you want to do with the tables after
you have created the results of the join or intersection. Again, if you
construct the overlay so that there are patterns in the names of the
output data sets, it would facilitate using automated methods of
analysis (e.g., write a program in R to iterate over a series of dbf or
geodb/mdb tables).

I have point layers indicating different monitoring sites.
I have polygon layers indicating fires and revegetation treatments that
occurred in different years.
I want to find an efficient way to give the points the qualities of the
polygons so I can immediately see which monitoring sites have been
subjected to which fires and treatments.
Should I a. convert each layer to raster and use the neighborhood function?
b. slowly and carefully spatially join each layer and then interpret the
resulting attribute table?
c. something quicker and easier? (I'm of course hoping for option C)
Thanks!
