that is the 54 bit ssh daemon (server)

so what failed to make you think there is no sshd:

does sshd show up in
        ps -Te
or win task manager?
if not then it may be a uwin bootstrap problem

if it does show up then it may be a windows firewall setting
you have to make sure the ssh port and win path of sshd.exe are allowed
