They do not do "exactly" the same thing.  Remember that air and fuel do not
flow the same.  Although changing either  may correct a specific area of
performance, changing the wrong one may make matters worse somewhere else.
Sorry to make it more confusing, but it takes time and patience to get it
jetted right.
