I spent about $80 at the Caswell site http://www.caswellplating.com  There I
got all the supplies and the idea and mandrel to build my own buffer using
an old washing machine motor. It came out pretty good and was rather easy.
I have used it for a variety of items including the wheels which paid for
it.  The hardest part with the wheels is grinding away the machining grooves
that were left on them.
