Speaking of Carb diaphragm...What is considered a tear in the diaphragm and
time for replacement? I recently noticed some partial separation of the
outer rubber seal but its not all the way through to the other side. Is
replacement recommended or is it still functional until it rips through?

You can try RMS Sportmax for used ones (covers) only other place I've seen
for new is MEK in Germany.
