I see what you're saying, but it's sort of underspecified
So, template strings are not to be extended to support octal escapes (in
annex b), however the octal escapes in that case should be evaluated in the
scope context, which may be sloppy mode.
Personally, I'm happy to just let it throw, but if people want this fixed,
I am happy to submit a fix
