What steps will reproduce the problem?
1. Run in d8
d8> "".normalize()
""
d8> delete Array.prototype.indexOf
true
d8> "".normalize()
(d8):1: TypeError: "".normalize is not a function

2. Run in d8
d8> "".normalize("invalid")
RangeError: The normalization form should be one of NFC, NFD, NFKC, NFKD.
d8> delete Array.prototype.join
true
d8> "".normalize("invalid")
(d8):1: TypeError: "".normalize is not a function



What is the expected output?
- String.prototype.normalize should work even when Array.prototype.indexOf or Array.prototype.join is deleted


What do you see instead?
- TypeErrors are thrown


Affects for both implementations (string.js and i18n.js).
