I wonder whether this should be accompanied by an HTML equivalent
declarative way of displaying those strings, otherwise the HTML strings
might be left blank or JavaScript will be required for filling up what
could sometimes be simple forms that were simply internationalized.
Pseudo-code example -

 <intl template="state-or-province">State/province</intl>:
 <input type="text" required="required" name="state-or-province"/>
</label>
