V8 is open source, and as such, we are very excited that there have been
growing contributions from outside of Google. In the past, the project has
leaned heavily on Chromium’s infrastructure (e.g. GN, LUCI) and process
(e.g. branching, release and merging process) to ensure that it can scale
effectively. In line with this, the V8 team is planning on making some
additional changes so that it better matches Chromium’s code review and
ownership guidelines.

To that end we will remove the long list of owners in the top-level
directory’s OWNERS file, and avoid using the `set noparent` directive in
subdirectories. Instead, we will incrementally strive to make the list of
OWNERS in subdirectories more relevant and specific.

Upcoming changes in the V8 codebase will reflect this increased alignment
with Chromium’s guidelines. Please do not hesitate to speak up with
questions or concerns about any of these changes.
