We have an example of a regression caused by a v8 fast api addition. I
think it's worth investigating: https://github.com/nodejs/node/pull/58080
On a singular case, text-encoder performance is decreased by 8.5%.
util/text-encoder.js op='encodeInto' type='ascii' n=1000000 len=32
*** -8.50 % ±2.68% ±3.57% ±4.64%
