We start promoting everything aggressively once 25% of to-space is occupied. Which is exactly what happens if from-space was full of weakly reachable objects.
BTW, it seems that if we start the chrome with the --js-flags="--trace-gc" option, it will print "Limited new space size due to high promotion rate: %d MB\n" (line 839 @ heap.cc) when new_space_high_promotion_mode is activated. But as far as we see the log in the comment #0, there is no such print.
