Sorry, this is invalid. Here is why:

5. Is false since the base is not undefined or null. It is a primitive.
6. Is true, since IsPropertyReference(V) is true because HasPrimitiveBase
is true
HasPrimitiveBase(V). Returns true if the base value is a Boolean, String,
or Number.
IsPropertyReference(V). Returns true if either the base value is an object
or HasPrimitiveBase(V) is true; otherwise returns false.
5.a is true, base becomes ToObject, which is a new Number object wrapper.
This then calls [[Get]] which does not fail.
