New issue 3060 by clearscr...@gmail.com: V8 3.23.1 and later do not honor
v8::V8::IgnoreOutOfMemoryException()

The attached program runs to completion with V8 3.23.0, but raises a fatal
process-killing error with V8 3.23.1 and later trunk builds.
Tested on Windows with 32-bit V8 DLLs. Stack attached.
