I've now implemented the preprocessing part for the Payne-Hanek reduction.
I added a few tests for this, with the expected results, but that's
commented out right now.
I verified by hand that the code computes the correct values before calling
the Payne-Hanek reduction code. When that is implemented, the tests can be
uncommented.
