New issue 3253 by [email protected]: Converting to clamped uint8 is slow
on ARM Cortex-A15

MacroAssembler::ClampDoubleToUint8() is setting FPSCR flags every time it
is called, which is especially slow on A15.
A faster solution would be to do rounding to the nearest integer by adding
0.5 and truncating towards zero. This can be done by using the VFP3
fixed-point vcvt.
