New issue 3310 by ad...@chromium.org: Object.observe does not play well
with JSProxy and JSFunctionProxy

Passing a proxy as the object to observe will fail, and passing a function
proxy as the observer doesn't work either.
The main thing keeping these from working is that there's no tie between a
proxy and the context it was created in, thus making it tricky to do the
proper security checks (which rely on comparing the observed object's
context to that of the observer function).
