The only thing I'm aware of is this Google Drive doc [0] that was posted here once, and the "Intent to Implement" notices (which are less breakage and more extension) which having been popping up on this list recently. >From the outside, it seems not all Google devs or dev groups are contributing to documenting breakage. And, it is helpful to have this information being captured & available (for the Googlers who are listening).
However, once you've migrated your codebase from a pre 3.24.x codebase, things get better.
