the mesage says the vagrant was already provisiones. when you do vagrant up, and there are provisioner steps, they will run only one time.
If you want to run them again, you can do vagrant provision. so, other than that, what is the problem? what do you mean by not get it working. what doesnt work? did you try vagrant destroy vagrant up ?
