Yeah, a good Web 2.0 app sure seems fresh and slick, but I am not a
very happy user of Basecamp. For what Basecamp is good for, it is all
fine and good and all that, but from what I've read, don't try to ask
37signalz to improve it unless you're wearing a flame suit. Having
used it to attempt to manage students on a 15 week development
project, it turned into an epic fail in comparison to the usual F/OSS
suspects of Subversion, Trac, SourceForge, et al. Once you go beyond
the pre-packaged ruby-on-rails "basic stuff" that 37signals has,
you'll find yourself suddenly up a creek without a paddle. Try moving
your data away from basecamp/projectpath sometime (Gee, does S3
support WebDAV?). Their very naive notion of "version control" on
files seems to be more harmful than helpful (Good meta-data anyone?).
These "hinderances" grow large when you start managing any project of
complexity (ie: software development). There are a great many other F/
OSS solutions available for a wide variety of requirements.
Otherwise, I guess I'm confused by the original post, because the
available options are likely to be limited by the hosting plan.

I suggest the following option, and YMMV: Trac with added plugins
from Trac-hacks, along with the Subversion back-end.
Plugins are available for most of the features you're likely to be
interested in.
