DRAMATIC CHANGE OF SUBJECT - PLANNING FOR A UNIVERSITY IN BARRE CITY So by way of introduction any input you my dear correspondents would be considered for addition to this General Citywide proposal. The plan here is to rewrite the Barre Brain Barn proposal ( http://docbox.flint.com:8081/brainbarn) into a proposal for a university in Barre city called the Barre Open Systems Institute (BOSI). The deal here is that the Barre City Career Center just blew a 147 million dollar proposal that they were going to use (IMHO evil) TIF (Tax Increment Funding) money for and you'll have to understand what TIF money is I guess, so let me see if I can figure that out for you in a subsequent screed. So instead of Tax Increment Funding, I would like to propose is that the non-profit organization based on and formed by BOSI will accept donations from the landowners now affected by the flooding in downtown Barre City. Thus the Landlords will be able to deduct the charitable contribution at fair market value which is very important because no one in the world would give them fair market value for recorded floodplain. Right now might be the best time to be thinking about setting up a city-based learning Institute, as we have just recently experienced the end of both locally produced Goddard College of Plainfield and Sterling College of Craftsbury, both of which have gone. At the same time the environment for higher education has been collapsing into State institutions. The state of Vermont has taken the independent universities sponsored by the state and collapse to them into a monolithic State University At this time I want to concentrate the organizational capability of the very open systems Institute towards setting up something within Barre City and what I see is the need for a degree granting University capable career center encompassing learning institute. I intend to have open code help me with rewriting the current brain Barn proposal and make it much more general. The plan is to expand into buildings in the flood corridor properties all of which will get a very hefty and extendable tax credit federal tax credit. The proposed initial school administration building will be located in the now abandoned railroad station. ...so more about these foolish ideas is available tonight, this Monday evening, at 6 PM at the York Library in beautiful East Barre Vermont. Thus we are centralizing and convocating at the York Branch Library this evening.
