Most of the time is a matter of maintainer, the source of patches she/he
gets in to account, because may prefer tracking and review patches before
merge or just discuss in mailing list or chat.

Bugzilla is a place you can file bugs and most maintainers consult to fix,
which is informed to reporter, including the result; allowing to a public
discuss on the issue, but with a final result.

Allows to check patches, replace with others and make suggestions to
reporter in order to improve it, before to accept it.
