With that "noinst_SCRIPTS" line in mytool/tests/Makefile.am, you are
claiming that all of those files exist within
mytool/tests/Makefile.am.  Which isn't true.

Step 3 of the instructions suggest making an empty
mytool/tests/Makefile.am file, but it looks like you copied
none/tests/Makefile.am.  If you follow the instructions it should
work.
