A combination of Move Fixed Distance and Rotate commands to the counters
could probably achieve this effect, but only if the tile had a fixed number
of facings and the position of the counters within the tile was similarly
restricted.  In that case, the command to rotate the tile could also fire an
action on the counters on (i.e. within a range of the size of the tile) to
move them.
