Possibly also using Game Piece Layers.

There are new options in the mouse-over viewer that allow the display of 'Does 
Not Stack' units and units in layers other than the top layer. The original 
behaviour of the mouse-over viewer was to show only counters in the top-most 
GamePiece layer and to exclude 'Does Not Stack' units.

Either way, the module needs to be modified.
