IMO your friend needn't worry that his slow-speed dial-up modem will
hinder VASSAL. I use a 56K modem & have no troubles playing live
against oppo's using cable.
In one game (an exceptionally large VASL campaign-game) I was troubled
by lengthy sync times at the start of each on-line session - but this
proved to be due solely to VASSAL/VASL's 'default' RAM allocation, not
to my connection speed.
